Pertamina Hulu Energi Accelerates Oil and Gas Production, Innovation as the Key to Achieving Asta Cita

Jakarta, February 28, 2025 – 黑料不打烊 Pertamina Hulu Energi (PHE), the Upstream Sub-holding of Pertamina, continues to boost national oil and gas production through innovative strategies and the latest technology implementation. It was highlighted at the Energy Outlook 2025 event held by the Indonesian Energy and Coal Suppliers Association (Aspebindo) at Park Hyatt Jakarta on Thursday (27/2/2025).

Asep Samsul Arifin, the Vice President of Upstream Business Planning & Portfolio Management of PHE, emphasized that innovation is key to maintaining national energy security and supporting the government's Asta Cita vision to build an independent and competitive Indonesia in the energy sector.

According to Asep, PHE currently contributes 69% of national oil and 37% of national gas production. However, the main challenge in the upstream oil and gas industry is optimizing production from mature fields. "Most fields in Indonesia have entered the mature phase, requiring new strategies to maintain optimal production and support national energy security," said Asep.

In supporting Asta Cita’s second goal, "Achieving self-sufficiency in food, energy, water, creative economy, green economy, and blue economy," PHE is committed to ensuring national energy availability by continuously increasing oil and gas production. PHE implements environmentally friendly technologies such as Enhanced Oil Recovery (EOR) and efficient exploration strategies to ensure a stable energy supply without compromising environmental sustainability. These efforts not only strengthen national energy security but also align with the green and blue economy development.

Furthermore, PHE’s exploration and national energy development strategies align with Asta Cita’s fifth goal, "Encouraging downstream industrialization to enhance domestic value-added benefits." By increasing domestic oil and gas supply, PHE supports downstream industries, including domestic fuel refining, petrochemicals, and industrial gas sectors. These efforts aim to reduce dependence on imported refined energy products and enhance the competitiveness of the national industrial sector.

To overcome production challenges, PHE is implementing various strategies, including exploring new areas, reactivating non-producing wells, and applying EOR technology. Techniques such as waterflood and steam flood enhance production efficiency from long-operating wells.

Additionally, accelerating greenfield projects or new fields remains a priority. "We are focusing on exploring new areas, including deepwater drilling and targeting deeper reservoirs beyond conventional wells. It is a strategic step to ensure sufficient energy reserves in the future," Asep stated.

Moving forward, PHE will continue to drive operational efficiency and seek new exploration opportunities. Asep stressed that synergy between the government, industry, and academia is crucial to maintaining the oil and gas sector competitiveness. "The energy landscape is evolving, and we must adapt through innovation and efficiency. With the right strategy, Indonesia's oil and gas industry still holds great growth potential and remains a key pillar of national energy security," he concluded.

Fadjar Djoko Santoso, Vice President of Corporate Communication of Pertamina, reaffirmed Pertamina's commitment to increasing oil and gas production by allocating approximately 62% of its capital expenditure (Capex) to the upstream sector in support of national energy self-sufficiency.

"Pertamina continues to implement a dual-growth strategy by strengthening its existing business while developing new low-carbon ventures. This strategy must be carried out with continuous innovation," Fadjar stated.

The Energy Outlook 2025 event served as a strategic discussion forum for stakeholders in the energy sector. With increasingly complex global challenges, innovation and efficiency have become the two main factors in ensuring the sustainability of Indonesia’s oil and gas sector while realizing Asta Cita in building an independent energy and industrial nation.

PHE remains committed to investing in upstream oil and gas operations and business management under Environmental, Social, and Governance (ESG) principles. PHE also upholds a zero-tolerance on bribery policy, preventing fraud and maintaining a corruption-free company. One of the key initiatives is the implementation of an Anti-Bribery Management System (SMAP) certified under ISO 37001:2016. PHE continues to develop prudent and excellent operational management domestically and internationally, striving to become a world-class oil and gas company that is Environmental-Friendly, Socially Responsible, and adheres to Good Governance principles.

Pertamina, as a leading company in the energy transition, is committed to supporting the Net Zero Emission 2060 target by continuously promoting programs that directly impact the Sustainable Development Goals (SDGs) achievement. All these efforts align with Environmental, Social & Governance (ESG) implementation across all Pertamina's business lines and operations.**
